Lead Service Replacement Financial Assistance Program: Grant and Loan

The City’s Private Lead Service Replacement Financial Program offers a grant of up to $1,000 to eligible property owners to offset the cost of  a lead line replacement. In addition, the City offers an interest-bearing loan to property owners for eligible work.  The amount of each loan will not exceed a maximum of $3,000 towards the replacement of private lead water service pipes. The loan amount with interest will be transferred to the owner’s water and wastewater account over a period of five or ten years and interest will be applied as a special charge (“Lead Water Service Loan”) on the property owners municipal water and wastewater account. The interest on the loan is fixed for the duration of the loan as per the five or ten year lending rate set by Infrastructure Ontario to municipalities. The grant and loan amounts will be advanced in one payment and directly transferred to the contractor. 

As a condition of eligibility of the Lead Service Financial Assistance Program property owners are required to schedule BEFORE and AFTER inspections of the lead water service. The lead test must be scheduled at least 72 hours in advance before the lead water service is scheduled to be replaced.

What is Eligible Work?

Contractors labour, excavation,  pipe materials, pipe connection to the curbstop, relocating or connecting to the internal plumbing.

What is Not Eligible?

Costs associated with repaving either partially or in its entirety a driveway, landscaping, sodding or any other costs deemed by the General Manager and/or designate to be unnecessary for the explicit replacement of the owner’s lead service line.

The City offers a lead testing and inspection program at no charge for all properties in Brantford that have or are suspected to have a lead water service pipe. This service is available between 8:30 am and 3:00 pm, Monday to Friday (not including holidays). Please contact Public Works at 519-759-4150 to schedule an appointment.

How to apply:

Property owners are required to contact City of Brantford licensed contractors for a quote. It is best to solicit at least 2 or 3 contractors in order to obtain the lowest price.

To access the online application please click for online application and include at least one contractor quote. Once submitted, you will receive an email confirmation with an Application ID number (please keep this number for future correspondence). If applying for the grant & loan you will choose your amortization period of either 5 or 10 years.

City staff will review the application and quote for eligibility. If eligible, you will receive an approval email. If applying for the grant only, you will receive a Commitment Letter soon after approval which outlines the terms and conditions of the program. If applying for the grant and loan, you will receive the Commitment Letter and Promissory Note after the work has been completed.

Property owners will have to call the contractor to arrange replacement of the lead service. Once the lead service is replaced provide a copy of the invoice that details eligible expenses.

The grant and/or loan amounts will be advanced in one payment and directly transferred to the contractor. Repayment of the loan amount plus interest (as determined by Infrastructure Ontario) will be transferred to the owner’s Water and Wastewater account, to be paid over a period as selected by the applicant(s) owner in the Application Form, not exceeding 10 years. Loan with interest will be applied as a special charge (“lead water service loan”) on the Water and Wastewater bill.  Water and Wastewater fees will be billed bi-monthly (once every two months).

Lead Filter Program

If replacing your Lead Service Line, the City has implemented a Lead Filter Program aimed at protecting the vulnerable population from the ill-health effects of lead in tap water. The City is offering subsidized filtration systems and replacement cartridges that are NSF-053 approved specifically for lead reduction.

To be eligible, you must have a confirmed private lead water service pipe and at least one member of the vulnerable population must reside in the household for at least 6 months of the calendar year. The vulnerable population includes expecting mothers and children under the age of 6 years old.

Water filters are only a temporary measure to reduce lead levels in tap water and the City of Brantford and Brant County’s Medical Officer of Health strongly recommend that property owners should replace their lead water service pipes as the preferred and more permanent solution.
